Oakland City Attorney Barbara Parker has written in an opinion that the two campaigns to recall Jean Quan will be allowed to circulate petitions to collect signatures. The first group to gather enough signatures will have their petition deemed valid and placed on the ballot.

The two petitions come from the Oakland Black Caucus and a group started by businessman Greg Harland. The Oakland Black Caucus is gathering signatures using volunteers while Harland’s group plans to hire professional signature gatherers.

Greg Harland had run against Mayor Jean Quan in last year’s election. He has expressed concern over the petition of the Oakland Black Caucus, citing that it might be vulnerable to a legal challenge.

The first group to gather the 19,811 signatures needed will get their petition placed on the ballot.
